Earthquake Safety for Los Angeles Homes
Los Angeles sits on active earthquake fault lines, making seismic retrofitting essential for older homes. Priority One Builders specializes in earthquake retrofitting for residential properties throughout LA, helping homeowners comply with mandatory retrofit ordinances while protecting their most valuable investment.
Seismic retrofitting strengthens your home's foundation and structural connections to withstand earthquake forces. Most homes built before 1980 lack modern seismic protections and are vulnerable to foundation sliding, cripple wall collapse, and soft-story failure during earthquakes.
Our licensed seismic retrofit team (CSLB #1063233) has completed hundreds of earthquake retrofits across Los Angeles. We handle foundation bolting, cripple wall bracing, soft-story conversions, all LADBS permits, and city compliance verification.
Los Angeles Mandatory Seismic Retrofit Programs
Property owners receive compliance notices from LADBS specifying deadlines for completing seismic evaluations and retrofits. Failure to comply results in fines, recordation of compliance orders on property titles, and potential restrictions on building permits.
Priority One Builders helps property owners navigate these complex ordinances, complete required engineering studies, obtain all permits, and execute retrofits that meet or exceed city requirements.
- ◆Soft-Story Ordinance (Ordinance 183893): Multi-family wood-frame buildings with soft-story conditions built before 1978
- ◆Non-Ductile Concrete Ordinance (Ordinance 183893): Concrete buildings built before 1976
- ◆Wood-Frame Soft-Story Buildings: Buildings with tuck-under parking or large openings on first floor
- ◆Unreinforced Masonry Buildings: Brick buildings without steel reinforcement (built before 1933)
Foundation Bolting
Foundation bolting (also called anchor bolting) secures your home's wooden frame to the concrete foundation, preventing the house from sliding off its foundation during an earthquake. This is the most common and cost-effective seismic retrofit.
Most homes built before 1940 lack foundation bolting entirely. Homes built 1940-1980 may have inadequate bolting that doesn't meet current seismic standards. Modern foundation bolting uses heavy-duty anchor bolts spaced 4-6 feet apart around the entire foundation perimeter.
Our foundation bolting process includes accessing the foundation (through crawl spaces or by temporarily removing siding), drilling holes into the concrete foundation, installing galvanized anchor bolts, securing the wooden sill plate with washers and nuts, and verifying proper spacing and torque specifications. The work typically takes 1-3 days for a single-family home and costs $3,000-$8,000.
Cripple Wall Bracing
Cripple walls are short wood-framed walls between the foundation and first floor, common in homes built on sloped lots or with raised foundations. Unbraced cripple walls are extremely vulnerable to earthquake damage — they can collapse, causing the entire house to fall.
Cripple wall bracing involves installing structural-grade plywood sheathing on the interior side of cripple walls, secured with properly spaced nails. This creates a shear wall that resists lateral earthquake forces. Additional blocking between studs and proper connections to foundation and floor framing are critical.
Cripple wall bracing is often combined with foundation bolting for comprehensive seismic protection. For a typical Los Angeles home, cripple wall bracing costs $4,000-$12,000 depending on wall height, access difficulty, and total linear footage of cripple walls.
Soft-Story Retrofit
Soft-story buildings have large openings on the ground floor (garage doors, storefront windows, open parking) that create weak points. During earthquakes, these weak stories can collapse while upper floors remain intact.
LA's soft-story retrofit ordinance requires multi-family wood-frame buildings (2+ units) built before 1978 with soft-story conditions to be retrofitted. This typically involves installing steel moment frames, plywood shear walls, or steel braced frames to strengthen the vulnerable first floor.
Soft-story retrofits are complex engineering projects requiring licensed structural engineers, comprehensive plans, and coordination with building occupants. Costs range from $50,000 to $200,000+ depending on building size and retrofit design. Priority One Builders manages the entire process from engineering to permit closeout.
Our Seismic Retrofit Process
Seismic Evaluation
We inspect your home to identify seismic vulnerabilities: foundation type, cripple walls, soft-story conditions, and existing bolting.
Engineering & Design
Licensed structural engineer prepares retrofit plans that meet current building codes and LA seismic requirements.
Permits & Approvals
We submit all required plans to LADBS, obtain permits, and coordinate with city inspectors for compliance verification.
Retrofit Construction
Our skilled crews install foundation bolts, cripple wall bracing, and structural reinforcements per approved plans.
Final Inspection & Compliance
City inspector verifies completed work. We provide compliance documentation and Certificate of Completion.

What Our Clients Say
Priority One built our ADU from start to finish in about 6 months. They handled all the permits with LADBS, kept us updated every week, and the quality is exceptional. We're renting it out for $2,400/month now. Worth every penny.
We hired Priority One for a full kitchen remodel and a bathroom gut. Albert and his crew were professional, clean, and on schedule. The kitchen looks like something out of a magazine. Already recommended them to two neighbors.
Second-story addition on our home. This is a big project and I was nervous, but they made it smooth. Permits came through faster than expected, crews were respectful of our space, and they finished on budget. Highly recommend.
We had a complicated hillside lot and needed a contractor who understood the engineering challenges. Priority One came in with real solutions, not guesses. Structural work was done right and the city inspection passed first try.
Our apartment building needed full exterior renovation and interior upgrades on 8 units. Large scope, stayed on track. The communication from the project manager was the best we've experienced with any contractor.
Built a detached ADU in our backyard. From the free feasibility call to the final walkthrough, everything was handled professionally. Great people to work with — they actually answer the phone.

Protecting Los Angeles Homes Since 2009
Priority One Builders has helped hundreds of Los Angeles homeowners protect their properties through professional seismic retrofitting. From Glendale hillside homes to Pasadena Craftsman bungalows, we understand the unique seismic challenges facing LA's diverse housing stock.
Los Angeles experiences thousands of earthquakes each year. While most are minor, the "Big One" could strike at any time. Homes built before modern seismic codes (1980) are especially vulnerable to foundation sliding, cripple wall collapse, and structural failure. Seismic retrofitting significantly reduces these risks.
When you choose Priority One Builders for seismic retrofitting, you get a licensed contractor who specializes in earthquake protection. We coordinate with structural engineers, handle all LADBS permits, employ trained retrofit crews, and ensure your home meets or exceeds current seismic standards.
